dhcp无法启动，关闭SELinux解决？

练习搭建dhcp服务器的时候发现dhcp服务器无法启动的问题。网卡配置和dhcpd.conf配置如下：

/var/log/message报错如下：

尝试了：
1、在/etc/sysconfig/dhcpd中写入监听网卡为eth0
2、关闭iptables
都不管用，依然是FAILED

但是setenforce=0关闭SELinux的时候，竟然可以启动服务了。
请问这是什么原因？
SELinux不是只管理文件的访问权限问题的吗？
