The Ubuntu LTS version is supported for 5 years. For example, 12.04 and 14.04 are both LTS versions. Ubuntu releases an LTS version every 2 years.
The 13.10 you are using is a normal version with a support period of only 1 year. It has now expired. The official software source for updating 13.10 (archive.ubuntu.com) is no longer maintained. If you want to install software, you can only use the old version of the software source:
http://old-releases.ubuntu.com/ubuntu/dists/saucy/
That is, you need to replace archive.ubuntu.com in /etc/apt/sources.list with old-releases.ubuntu.com:

Reload the source list to make the configuration effective:
sudo apt-get update
