It took me a few hours to figure out a method. Create another workspace! The previous workspace was dilapidated, with many problems left over from history, and it would often make mistakes for you. After opening a new workspace, the server can be created as expected. It may be that the server in the previous workspace was not completely cleaned up. The method to create a new workspace is file->switch workspace.
