web - git管理员怎么管理中央仓库？

最近要搭一个git服务器，网上查看很多资料，建议我在服务器上搭建裸仓库，而裸仓库是不能操作的。
现在要打造一个gitflow，在这里会有几条分支，git管理员需要在某个时刻把开发者的提交合并到指定分支。
那么问题来了，作为git管理员，我应该怎么操作这个仓库？
我内心有一个方案：在该服务器上面的某个路径clone出来一个仓库，然后在这个仓库里进行操作，操作完再push到中央仓库。这样应该是可行的。
但我也想知道，业界一般是怎么做的？或者说，我这种方法是不是存在缺陷？
