底層設備C語言RC4 加密後，為什麼java用rc4解密不了，但別人php程式可以解密成功

底層裝置是一個wifi探針，定時推送資料給某個服務，此服務位址 接收數據，使用rc4解密。
底層裝置rc4加密是用c語言寫的。

java控制台解密後的資料亂碼

為何就java解密失敗呢。取得資料試過不同編碼，都是解密後亂碼。

就不能用JCE的RC4來解密嗎？另外，兩邊密鑰對不對？
