Labor service companies refer to social institutions that organize, train and handle labor force that is temporarily outside the social production process. It is a new type of social labor organization gradually established in our country in 1978 based on summarizing the experience of past labor agencies.
The main tasks of the labor service company are: to provide labor and employment services nationwide, including management of unemployed persons, employment guidance, job introduction, employment training, organizing collective economy and handling unemployment insurance, etc.
There are two types of labor service companies:
(1) Labor service companies run by provincial, municipal, county (district) labor departments. They have both the administrative function of the labor department to manage the social labor force and the economic function of organizing the social labor force to engage in production or provide services.
(2) Labor service companies organized by enterprises and institutions owned by the whole people and their competent departments and agencies, military units, mass organizations, etc. They are not only collective ownership economic organizations led by the sponsoring units, but also grassroots social labor organizations of municipal and county (district) labor service companies.
